Japan Raised The Crisis Level At Its Crippled Nuclear Plant


Japan's nuclear regulators raised the severity level of the crisis at a stricken nuclear plant Tuesday to rank it on par with the 1986 Chernobyl disaster.
An official with the Nuclear Safety Commission of Japan, speaking on national television, said the rating was being raised from 5 to 7 — the highest level on the international scale.
The official, who was not named, said the amount of radiation leaking from the Fukushima Dai-ichi nuclear plant was around 10 percent of the Chernobyl accident.
The level 7 signifies a "major accident" with "wider consequences" than the previous level, according to the standards scale.
Japan raised the crisis level at its crippled nuclear plant Tuesday to a severity on par with the 1986 Chernobyl disaster, citing high overall radiation leaks that have contaminated the air, tap water, vegetables and seawater.
Japanese nuclear regulators said they raised the rating from 5 to 7 - the highest level on an international scale of nuclear accidents overseen by the International Atomic Energy Agency - after new assessments of radiation leaks from the Fukushima Dai-ichi plant since it was disabled by the March 11 tsunami.
The new ranking signifies a "major accident" that includes widespread effects on the environment and health, according to the Vienna-based IAEA. But Japanese officials played down any health effects and stressed that the harm caused by Chernobyl still far outweighs that caused by the Fukushima plant.
The revision came a day after the government added five communities to a list of places people should leave to avoid long-term radiation exposure. A 12-mile (20-kilometer) radius already had been cleared around the plant.
The news was received with chagrin by residents in Iitate, one of the five communities, where high levels of radiation have been detected in the soil. The village of 6,200 people is about 40 kilometers from the Fukushima plant.
"It's very shocking to me," said Miyuki Ichisawa, 52, who runs a coffee shop in Iitate. "Now the government is officially telling us this accident is at the same level of Chernobyl."
Japanese officials said the leaks from the Fukushima plant so far amount to a tenth of the radiation emitted in the Chernobyl disaster, but said they eventually could exceed Chernobyl's emissions if the crisis continues.
"This reconfirms that this is an extremely major disaster. We are very sorry to the public, people living near the nuclear complex and the international community for causing such a serious accident," said Chief Cabinet Secretary Yukio Edano.
But Edano told reporters there was no "direct health damage" so far from the crisis. "The accident itself is really serious, but we have set our priority so as not to cause health damage."
Hironobu Unesaki, a nuclear physicist at Kyoto University Research Reactor Institute, said the revision was not a cause for worry, that it had to do with the overall release of radiation and was not directly linked to health dangers. He said most of the radiation was released early in the crisis and that the reactors still have mostly intact containment vessels surrounding their nuclear cores.
The change was "not directly connected to the environmental and health effects," Unesaki said. "Judging from all the measurement data, it is quite under control. It doesn't mean that a significant amount of release is now continuing."
Prime Minister Naoto Kan, in a national television address, urged the public not to panic and to focus on recovering from the disaster.
"Right now, the situation of the nuclear reactors at the Fukushima plant has been stabilizing step by step. The amount of radiation leaks is on the decline," he said. "But we are not at the stage yet where we can let our guards down."
Continued aftershocks following the 9.0-magnitude megaquake on March 11 are impeding work on stabilizing the Fukushima plant - the latest a 6.3-magnitude one Tuesday that prompted plant operator Tokyo Electric Power Co., or TEPCO, to temporarily pull back workers.
Officials from Japan's Nuclear and Industrial Safety Agency said that the cumulative amount of radioactive particles released into the atmosphere since the incident had reached levels that apply to a Level 7 incident. Other factors included damage to the plant's buildings and accumulated radiation levels for its workers.
"We have refrained from making announcements until we have reliable data," said NISA spokesman Hidehiko Nishiyama said. "The announcement is being made now because it became possible to look at and check the accumulated data assessed in two different ways," he said, referring to measurements from NISA and Japan's Nuclear Security Council.
NISA and the NSC have been measuring emissions of radioactive iodine-131 and cesium-137, a heavier element with a much longer half-life. Based on an average of their estimates and a formula that converts elements into a common radioactive measure, the equivalent of about 500,000 terabecquerels of radiation from iodine-131 has been released into the atmosphere since the crisis began.
That well exceeds the Level 7 threshold of the International Nuclear and Radiological Event Scale of "several tens of thousands of terabecquerels" of iodine-131. A terabecquerel equals a trillion becquerels, a measure for radiation emissions.
The government says the Chernobyl incident released 5.2 million terabecquerels into the air - about 10 times that of the Fukushima plant.
If the leaks continue, the amount of radioactivity released in Fukushima could eventually exceed the amount emitted by Chernobyl, a possibility that Naoki Tsunoda, a TEPCO spokesman, said the company considers "extremely low."
In Chernobyl, in the Ukraine, a reactor exploded on April 26, 1986, spewing a cloud of radiation over much of the Northern Hemisphere. A zone about 19 miles (30 kilometers) around the plant was declared uninhabitable, although some plant workers still live there for short periods and a few hundred other people have returned despite government encouragement to stay away.
In 2005, the Chernobyl Forum - a group comprising the International Atomic Energy Agency and several other U.N. groups - said fewer than 50 deaths could be confirmed as being connected to Chernobyl. It also said the number of radiation-related deaths among the 600,000 people who helped deal with the aftermath of the accident would ultimately be around 4,000.
The U.N. health agency, however, has said about 9,300 people are likely to die of cancers caused by radiation. Some groups, including Greenpeace, have put the numbers 10 times higher.

Imagine a restaurant, Chez Polis, in which the chef and the manager are bitter rivals. One evening they bicker and almost come to blows over a meal. Their one patron is about to walk out but moments before he does, they declare a truce and deliver the smallest of three courses. They put the plate on the table and immediately start patting themselves on the back. This seems strange to the patron, who thought delivering a starter course was a restaurant's basic task.

This is the metaphor that comes to mind after leaders in Washington announced they had reached a hard-fought deal to avert a government shutdown. The fighting was rancorous and each side had to exercise restraint, which is rare in Washington. Making choices in a time of large deficits and a fragile economy is hard. Cutting government spending affects real people. It was an accomplishment. But it's also their job to do these things. Not all accomplishments achieved with heroic effort require heroic praise. Given the economic conditions in the country, it would have been lunacy to shut down the government, which all participants knew. So the voters might be forgiven if they view the self-congratulation with a little curiosity.

In evaluating the moment, though, we have to keep in mind that the politicians in Washington made it far harder for themselves than necessary. Democrats wimped out last year by not passing a budget. They decided making tough choices would have been too political in an election year. The president agreed with this strategy. This year, as members of Congress tried to clean up last year's unfinished business, conservatives prolonged the process by insisting on too many cuts in too short a time short period. House leaders warned their most conservative members that they were in danger of overreading their mandate from the last election. Republicans hadn't won as much as Democrats had lost. Going on a "spending jihad," as one senior GOP aide put it, would repeat the overreach that undid the Gingrich Congress the last time the GOP was in control.

If John Boehner had more wiggle room from his right flank, the process might not have been brought to the brink. On the other hand, it's hard to argue with the tactical success of the Tea Party position. It's a classic negotiating ploy. Ask for the moon, act like you're willing to do anything to get it--including harm yourself and all around you--and the other side will come your way. In the end, Democrats agreed to more cuts than even House GOP leaders had first proposed. House Speaker John Boehner won those concessions from Democrats while also teaching his raucous absolutist members the benefit of taking yes for an answer.

We're going to see if this strategy works when it comes to the fight over raising the debt ceiling in May and the fight over the larger budget. Paul Ryan, the House budget chairman put out a plan that looks as unworkable and doctrinaire as the spending cuts that Republicans wanted at the start of the budget negotiations that almost caused the shutdown. If Republicans get two-thirds of what they want on the budget, it would be a big success.

Republicans lost on some hot-button issues like defunding Planned Parenthood. In the accounts of the negotiations, the valiant intervention of the president and Joe Biden on that issue was amply represented. Democrats may wonder, though, if removing the most restrictive provision of all the ones Republicans offered was something worth getting that excited about. The president and Harry Reid also protected other Democratic priorities by replacing GOP cuts to education with cuts to defense and other areas Democrats care less about, but the process was a fundamentally defensive one. It was John Boehner's world, and they were playing in it.

The president didn't want to get dragged into the funding battle for this year. When he did, he maintained the posture of the reasonable man in the middle helping the two sparring factions come to an agreement. For independent voters who want to see compromise and government trimmed with balance, Obama's role as benevolent overseer was probably appealing.

The president has cast himself in a slightly different role for the larger budget fight to come. He has already taken sides. In the State of the Union and in a series of speeches in the last several months, he has made the case for balancing the need for deficit reduction against the need for investments in education and infrastructure and energy innovation. When Obama was criticized for not engaging in the budget fight that just ended, his aides said he was saving his powder for the one to come. Now it's here. The landscape has changed now. Will Obama manage a process driven by the House of Representatives as he did in this case, or will a larger process call for a larger public role from the president?

The best that can be said for the dramatic near-shutdown is that it's the best that can be expected as politicians switch from the easier task of giving voters things to the harder one of taking them away. Compromise in a time of political extremes is also encouraging. But all the bickering left little time or public oxygen for the larger issues that might have been debated about the underlying economic and moral benefits of the cuts being made. If this process is replicated for the remaining courses in the meal, the product that winds up before the voters might not be something they can stomach.

Nikon latest addition

Nikon has announced the latest addition to its entry-level D-SLR lineup in the form of the new D5100. The D5100 boasts the same 23.3 x 15.6 mm CMOS sensor, 16.2-megpixel resolution and ISO range of 100–6400 (expandable to 25,600) as Nikon's D7000, plus a new Night Vision mode that can shoot up to a staggering 102,400 ISO. The D5100 also sports a new 3-inch, swing out style Vari-angle LCD screen with 1000:1 contrast ratio and 921,000-dot resolution that has the ability to rotate 180 degrees horizontally and vertically.

The D5100 is also the first of Nikon's D-SLR range with the ability to apply in-camera effects to both photos and movies. Effects that can be applied by selecting the Effects position on the mode dial located on top of the camera include Selective Color, which lets users choose up to three colors in a scene so the remaining colors are converted to monochrome, and Color Sketch, which applies a sketched drawing style to photos and stop motion movies.

In addition to the low light shooting enabled by Night Vision mode, users can also capture images with improved tonal range thanks to the camera's high dynamic range (HDR) function that automatically underexposes and overexposes up to 3EV stops two consecutive shots in rapid succession. This results in images with a range of mid-tones and highlights impossible to capture in a single shot.

For a more dramatic effect, the HDR function can also be combined with Nikon's Active D-Lighting feature, which helps to keep shadows and highlights consistent in difficult lighting conditions, such as when the subject is backlit.

To allow photographers to exercise their creativity the D5100 boasts full manual controls that offer the ability to set the camera's aperture and shutter speeds. For users after a simpler way to get creative, the D5100's Picture Control system lets users switch between Standard, Neutral, Vivid, Monochrome, Portrait or Landscape settings, while Scene Mode options to deal with varying light conditions include Portrait, Landscape, Child, Sports, Close-up or Night Portrait.

The ability to continuously auto-focus in movie mode that made its debut in the D3100 is also included, along with manual exposure control and the ability to quickly switch focus modes, which include the ability to track up to 35 faces, subject-tracking and normal or wide-area autofocus. Activating D-Movie mode and Live-view is also made easier thanks to the location of a new switch on the top of the camera near the shutter button.

Movies of up to 20 minutes in length can be captured in 1080p or 720p at 24 or 30 fps and are recorded in the AVC-HD H.264 codec. Clips can be trimmed and edited in camera and viewed on a HDTV using the camera's HDMI output.

For more professional audio Nikon has also released its new ME-1 stereo microphone that has been engineered specifically for D-SLR cameras. Attaching to the hot shoe and powered through the camera, it incorporates noise dampening components designed to cut down on noise from autofocus operation and a low-cut filter to reduce wind noise. With a 3.5mm stereo jack the ME-1 can also be used with any camera sporting a standard 3.5mm stereo input jack.

Nikon will release the D5100 throughout the U.S. from mid April 2011 with an estimated price tag of US$799.95 for the body only, and $899.95 for the body and the AF-S DX Zoom-NIKKOR 18-55mm f/3.5-5.6G ED VR lens. The ME-1 microphone will retail for $179.95.
